Premier acts on Health Department scandal

Local – The suspension of the Head of the Gauteng Department of Health and Wellness, Lesiba Arnold Malotana, was welcomed by the Portfolio Committee on Public Service. The Gauteng Premier announced the immediate suspension on Tuesday.

Last year, the committee asked the Public Service Commission to investigate Malotana’s appointment. The focus was on determining whether due process was followed, including verifying his qualifications and considering alleged corrupt activities.

The committee said the Premier’s decision sent a strong message about accountability and ethical leadership within the public service. It emphasised that senior officials responsible for governance, procurement, and service delivery must always act beyond reproach.

Committee Chairperson Jan de Villiers said the committee fully supported the Premier’s action and viewed it as a necessary step in restoring trust in public institutions. 

“It again underscores the imperative of accountability, integrity and ethical leadership in public service.”

“The committee reiterates its firm view that public officials must at all times be beyond reproach, and transgressions – particularly in matters of governance, procurement and service delivery – must be met with decisive consequences.”

Decision Follows Corruption Revelations

The decision followed ongoing revelations by the Special Investigating Unit (SIU) into corruption at the Gauteng Health Department and Tembisa Hospital. 

The SIU uncovered over R122 million in irregular payments and identified 207 service providers trading with the hospital. More than 100 cases had already been referred for disciplinary action. The committee said these findings represented a serious breach of public trust. 

“The committee views such allegations as a grave betrayal of public trust, especially when the funds in question are meant for essential healthcare services and vulnerable communities,” said de Villiers.

Committee Stresses Continued Accountability

The committee welcomed Premier Panyaza Lesufi’s appointment of Dr Darion Barclay as acting head, describing it as crucial for continuity during investigations. It urged that the process unfold without interference. 

“We commend Premier Panyaza Lesufi’s prompt appointment of Dr Darion Barclay as acting head to ensure continuity in leadership and minimise disruption in this critical department,” the Chairperson said.

de Villiers said the suspension was a necessary first step but not an endpoint. “It signals the gravity with which government must treat corruption and maladministration in our health sector. The committee remains resolved to ensure that every public official is held to the highest standards, and that public resources serve the public interest rather than private gain.”
